Would-be developers and builders would not waste their time and money preparing plans that they could easily calculate to be unacceptable. Instead, they would prepare acceptable plans from the outset. Once a plan had been prepared and submitted to the regulatory agency, its evaluation would consist of little more than a check that the planner's measurements and arithmetic had been done correctly. Delay from submission to approval need be no more than a few days.

The signal-detection parameter, d1, then, is taken as a measure of retention independent of response bias and reflecting in this model stored episodic information. In some situations, a decision can be made on the basis of a familiarity check, alone. Such situations are described by Atkinson and Juola (1974) as generally occurring early in an experiment in which the test items are well learned.
