Would-be developers and builders would not waste their time and money preparing plans that they could easily calculate to be unacceptable. Instead, they would prepare acceptable plans from the outset. Once a plan had been prepared and submitted to the regulatory agency, its evaluation would consist of little more than a check that the planner's measurements and arithmetic had been done correctly. Delay from submission to approval need be no more than a few days.
