Es ist jedoch erwiesen, daß Bezirke mit starker Massierung von Industrien keineswegs immer ungesunde Strukturen be sitzen. Infolge des Zustromes von Millionen von Flüchtlingen nach 1945 haben die Probleme erheblich an Bedeutung gewonnen. In dieser Lage dürfte eine Untersuchung über die Zu- oder Abnahme industrieller Agglomerationen in den letzten 20 Jahren von Interesse sein. Der Durchführung einer derartigen Arbeit stehen mancherlei Schwierigkeiten ent gegen. Regelmäßig erscheinendes, nach Branchen aufgegliedertes Zahlenmaterial für kleine Bezirke, das auch Vergleiche mit der Vorkriegszeit (1938) erlaubt, liefert nur die Arbeitsamtsverwaltung. Die Auswertung dieses fabrics erfor dert jedoch umfangreiche Rechnungen, Aussonderungen oder Zusammenfas sungen, weil die Grenzen vieler Arbeitsamtsbezirke nach 1945 geändert wurden und in der Vor- und Nachkriegszeit nicht der gleiche Personenkreis erfaßt ist. Für einige Bezirke struggle eine Bereinigung unmöglich. Sie konnten daher in dieser Untersuchung nicht berücksichtigt werden. Jedoch wurden insgesamt rd. ninety seven v. H. aller unselbständig Beschäftigten in Landwirtschaft, Industrie, Handwerk und Handel Nordrhein-Westfalens im Jahre 1960 erfaßt. Bei einigen Gebieten blieben kleine räumliche Inkongruenzen, die jedoch die Vergleichbarkeit der Zahlen nur belanglos stören.
